Why would I select pins over o-rings in an Ussing System?

If the basement membrane is strong enough, then pins can be used. It is easier to stretch the membrane over the hole with pins.

If the tissue is more fragile, then you must use o-rings. The tissue can be held into place during assembly by placing a small amount of vacuum grease around the o-ring.
